BMI View: In Latin America, MVNOs are beginning to make an impact. Investors will primarily seek out robust regulatory frameworks, good wholesale infrastructure coverage and strong network players. Market sizing and saturation will also be of importance, but will be of secondary concern.
We believe the Latin American telecoms market at large would benefit from mobile virtual network operators (MVNOs) and would pose good upside for virtual operator growth. That said, not all markets would necessarily benefit if virtual operators were to adopt traditional business models. A recurring theme when looking at the region as a whole is how different the markets are in terms of development. From primitive markets like Belize to advanced service-focused markets like Chile, the rest of the region is spread evenly along a spectrum of market development.
