A tender for supplying 3G equipment to Costa Rican incumbent ICE has received only one offer, from China's Huawei Technologies. However, the award of the contract is not guaranteed, as Huawei's bid of US$583mn was more than twice ICE's original price of US$225mn. Days before submitting its bid, Huawei had joined Ericsson, ZTE, Nokia Siemens Network and Continex, a subsidiary of Samsung, to send a letter to ICE indicating their dissatisfaction with ICE's offer and intention not to bid.
