Russian news portal CNews.ru claims that Tele2 Russia is to approach the country's supreme telecoms authority, the Ministry of Mass Media and Communications, with a request for a licence to provide GSM-based mobile communications services in Russia's single largest and most affluent market, Moscow. The request ought to be tabled at a meeting between Tele2 executives and Minister of Mass Media and Communications Igor Shchegolev later this year.
