Turkish mobile operator Avea has completed the deployment of its 3G infrastructure ahead of 3G licences being awarded in the country. An earlier auction to award three 3G licences by the Telecommunications Board (TK) had been organised by the telecommunications regulatory authority, but was later cancelled, after Turkcell became the only operator to express an interest. One of the reasons behind Avea's decision not to enter the earlier auction, according to Avea general manager, Cuneyt Turktan, was that the dominant operator (Turkcell) would have 'strengthened its leading position and there would be no second or third operator in Turkey.'
