Russia's state-owned telecommunications holding company, Svyazinvest, has put on hold plans to sell its subsidiaries' various regional cellular phone operations, according to the Kommersant daily newspaper. Svyazinvest's seven incumbent fixed-line operators operate a number of local and regional digital and analogue cellular networks, but are not co-ordinated, lack clear pricing and service availability plans and are rapidly losing ground to the country's leading operators.
