The Russian news agency, CNews, reports that the owners of regional Russian cellular operator Middle Volga Inter-regional Association of Radio/Telecommunication Systems (SMARTS) are considering changing the company's legal status from that of a closed joint-stock company (CJSC) to that of an open joint-stock company (OJSC). The aim, it seems, is to prevent the completion of a buy-out offer planned by minority shareholder, incumbent fixed-line operator Volga Telecom, and instead position SMARTS for a public share offering or a sale to a rival operator willing to pay more for the company.
