Plans by France's national telecoms regulator Arcep to offer the country's fourth 3G licence for tender are progressing apace. The regulator recently adopted a decision proposing the procedures and conditions necessary to authorise a new 3G network in France. That decision has now been sent to the Minister Delegate for Industry for approval. The minister is also responsible for publishing the financial conditions for a licence sale. Arcep's decision follows a public consultation on the issue that was carried out between October and November 2006. During the consultation, several players expressed an interest in acquiring the
