Growth in Israel's 2G market has remained slow, with penetration rates above 100%, while subscriber growth rose by 3.2% during the first nine months. In view of this, operators are eager to raise revenues and increase market share, with the top three operators Cellcom, Partner and Pelephone owning roughly equal market shares of 33.5%, 32.3% and 29.1% respectively. The opportunity to raise their profiles further has meant concentrating on the NGN market, which has to date been slow to grow, with 3G services in their first year of introduction accounting for just 2% of the entire mobile market.
