High tariffs have long been an issue in the development of the Middle East's broadband market. Indeed, with the exception of Israel, which boasts a broadband household penetration rate of 65%, second only to world leader South Korea with a rate of 75%, the region has largely suffered from poor growth in the sector. To this end, operators based in the Gulf States have sought to lead the way in an attempt to offer a more well-rounded telecoms industry, given that many of these markets have mobile penetration rates close to or in excess of 100%.
