Iran's Minister of Defence Mostafa Mohammad-Najjar has announced that the country's second mobile operator, Irancell, managed by South African company MTN Group has begun its operations in the city of Tabriz. Whether the operator will be able to abide by the terms as laid out by its licensing conditions, remains to be seen, having stated that commercial rollout will not begin until December 2006. According to its schedule, MTN had promised that its network would be up and running by September 2006, with 50% population coverage by November 2006, which now looks less likely.
