The Norwegian government has opened a tender for the country's fourth 3G licence. The move was triggered by an application from telecoms company Novotel for access to a number of different frequencies, which are currently reserved for third generation services. The Ministry of Transport and Communications has now invited other potential applicants to apply for the licence by August 22
