Romanian telecoms operator RCS&RDS is close to buying rival UPC Romania in a deal believed to be worth about US$300mn. The deal would consolidate ownership in the Romanian telecoms market which is highly fragmented and intensely competitive. BMI believes the acquisition could stabilise prices and boost investment
