'Plan Fibre' Needed To Spur FTTH Deployment, Says BMI

France's largest fixed-line broadband operators are making a concerted effort to deploy fibre to the customer in order to deliver high-value multiservice broadband in the country's largest cities and therefore massively grow ARPU from such offerings. However, the cost of deploying fibre continues to greatly offset the potential returns on investment, even in areas where customers' needs can no longer be met by xDSL or wireless broadband services. However, the government has been keen to incentivise operators to deploy fibre and new provisional rollout plans have been submitted to the regulator. BMI assesses these plans in the context of the limited progress seen to date.
