Costa Rican Incumbent Prepares For Internet Competition

Incumbent Instituto Costarricense de Electricidad (ICE) is continuing its preparation for competition as it moves all subscribers from its Radiografica Costarricense (RACSA) subsidiary onto its own network. RACSA offers internet services over dial-up and cable modem platforms while ICE provides ADSL internet connections. As the liberalisation of the telecoms market continues apace, ICE is preparing itself for competition.
