Estonia looks set to get a new mobile operator after the Estonian National Communications Board (ENCB) published a public tender for a new 3G licence. The licence allows for the supply of a broadband wireless service using the 450MHz band, making it likely that the winning operator will use a network based on CDMA450 technology.
