Russia's telecoms regulator, Roskomnadzor has awarded 4G LTE licences to the 'big four' telecoms firms, as expected, and also announced roll-out requirements for the operators. MTS, VimpelCom, MegaFon and Rostelecom won the tender for licences to operate LTE in the 791-862MHz range. Further, it has been reported that MegaFon is close to completing the merger with Scartel (Yota), which already has LTE licenses. BMI expects the licensing and roll-out requirements imposed by Roskomnadzor to boost the Russian broadband market by promoting competition across the country. Meanwhile, we believe the merger with Scartel puts MegaFon in pole position to benefit from growth in wireless data services.
