Romania's regulator ANCOM has published a set of regulatory guidelines to facilitate the entrance of MVNOs into the market. The document outlines the necessity of efficient economic use of the network, containing non-discriminatory conditions on quality of service. While BMI welcomes moves towards greater competition, we caution that, with five operators currently in the market, there is not much capacity left for growth. With one of the lowest ARPUs in Europe, and over 130% penetration, we caution that the Romanian market is well saturated.
