Tele2, the Swedish-based operator, has offered US$390mn to acquire 97% of Russian regional mobile operator SMARTs. The move is part of Tele2's efforts to sustain growth in the Russian market through geographic expansion. While Tele2 has recorded impressive growth from its Russian operations and geographic expansion increases prospects for growth, BMI is concerned that Tele2's exclusion from the Kremlin-brokered LTE rollout plan in Russia may limit its long-term growth prospects.
